SITREP, July 2026

Dear Reader,

In June, a lot happened. From collapsed ceasefires and cross-border fighting to disease outbreaks and earthquakes. For operators, the lesson repeats each time. Contingency plans built for "if" now need to run on "when".

The Month in Review

Asia & Middle East

Israel and Iran. A ceasefire reached in April nearly collapsed in the first week of June. Israeli strikes on Beirut on June 7 killed at least two people and wounded as many as 20, prompting Iran's Revolutionary Guard to fire roughly 30 ballistic missiles at an Israeli air base before a US-brokered halt restored calm. Western carriers remain suspended into Israel and much of Iranian airspace stays closed, so operators should treat routing through the region as a day-by-day decision.¹

Pakistan and Afghanistan. Cross-border fighting escalated through June. Pakistani airstrikes reported on June 29 killed 36 Afghan civilians and wounded roughly 160, following earlier Afghan retaliation against targets in Balochistan and Khyber Pakhtunkhwa. The Torkham crossing has been closed for more than 50 days, cutting the main overland route between the two countries, and anyone routing through the border region should assume it stays shut through July.²

Philippines. A magnitude 7.8 earthquake struck offshore of Sarangani province on June 8, killing at least 81 people, injuring more than 1,300, and damaging over 113,000 homes across Mindanao. Tsunami alerts were lifted within hours, but aftershocks and pressure on emergency services will persist for weeks. Anyone with operations in the southern Philippines should confirm road and airfield conditions before moving.^3,4,5*

Americas

Venezuela. Twin earthquakes, magnitude 7.2 and 7.5, struck the Yaracuy region on June 24 and 25, killing more than 1,900 people and injuring over 10,500, with tens of thousands still unaccounted for. Caracas's main airport, Simon Bolivar International, sustained structural damage and closed to commercial traffic. This adds infrastructure collapse to an already high-risk operating environment, and any transit through Venezuela should be reconsidered until the airport reopens.^1,2*

Mexico. The FIFA World Cup opened on June 11 as cartel violence surged, with roughly 324 attacks linked to CJNG retaliation after the killing of "El Mencho" in February. Authorities deployed approximately 100,000 security personnel under Plan Kukulkan, and the US Embassy has warned fans of extortion and virtual kidnapping schemes targeting visitors. Business travelers attending matches should stick to verified transport and avoid unregistered taxis in host cities.³

Haiti. Gang violence deepened through June, with the UN recording over 2,300 deaths and 1.5 million people displaced so far in 2026. On June 11, gunmen kidnapped a Defense Ministry security official along with his wife and young daughter, a reminder that professional status offers no protection. The UN Secretary General visited Port-au-Prince on June 16 and 17 as a new Gang Suppression Force began deploying. Ground movement in and around the capital remains an extreme-risk activity.⁴

Africa

Niger. The jihadist group JNIM attacked Niamey's Diori Hamani International Airport on June 18, killing between 11 and 13 soldiers and civilians before security forces killed 22 attackers and arrested 20 more. It was the airport's second attack this year. The incident confirms that even the capital's sole international airport is within reach of armed groups, and travelers should expect enhanced screening and possible delays.¹

Democratic Republic of Congo and Uganda. Ebola in Ituri Province, declared a Public Health Emergency of International Concern by the World Health Organization, had reached 1,155 confirmed cases and 304 deaths by June 25, one of the largest Ebola outbreaks on record. Uganda, which had reported 20 confirmed cases of the same Bundibugyo Ebola, the last on June 21, closed border crossings, requiring a 21-day quarantine for arrivals from DRC. Tanzania has added health screening for anyone transiting the corridor.^2,3,4*

South Africa. An anti-immigrant coalition's June 30 deadline for undocumented migrants to leave the country triggered the largest migration-related unrest since 2008. At least four people were killed, looting hit Soweto and clashes broke out in Thembisa, with thousands of police deployed and the military on standby. Foreign-owned businesses face elevated risk of targeted violence into July.⁵*

Europe

Ukraine. Russia launched one of the war's largest aerial attacks on June 2, firing 73 missiles and 656 drones and killing at least 22 people across Kyiv, Dnipro, Kharkiv, and Zaporizhzhia. A second major barrage on June 14 damaged the historic Kyiv Pechersk Lavra monastery and cut power to roughly 140,000 homes. Central Kyiv, including areas frequented by business travelers, is not insulated from strike debris or grid outages.¹

Romania. A Russian drone struck an apartment building in Galati in late May, and on June 5 a naval drone, reportedly diverted by Russian jamming, exploded in the Black Sea port of Constanta near an oil terminal. The incidents confirm real spillover risk into NATO and EU territory, affecting eastern Romania and Black Sea maritime operations.²

Serbia. President Aleksandar Vucic announced on June 27 that he would resign within weeks, following more than a year of student-led anti-corruption protests. Unrest continued after the announcement, and the US Embassy issued a same-day demonstration alert for Belgrade. Expect large, unpredictable gatherings and possible police clashes in Belgrade and provincial cities through the political transition.³

Heat Emergencies in the Field

France recorded its hottest June day on record this month, and excess deaths across Western Europe topped 1,000, most among people over 65. Heatstroke can develop within an hour of direct sun exposure and is a medical emergency, not an inconvenience. Watch for confusion, hot skin that is dry or clammy, a rapid pulse, and the absence of sweating: these signal the body has stopped regulating its own temperature. Move the person to shade immediately, remove excess clothing, cool the skin with water or wet cloths, and call for emergency medical help rather than waiting to see if symptoms pass. Build a heat contingency into any summer itinerary: know the nearest air-conditioned space, carry electrolytes, and check on elderly or unwell colleagues twice a day during a heatwave.

Community Q&A

"I am based in Kinshasa for a mining client and our compliance team is asking whether we should evacuate given the Ebola outbreak to the east. What is your assessment?"*

Distance and transmission pattern matter more than the headline. Kinshasa sits roughly 1,700 kilometers from the Ituri outbreak zone and has recorded no local transmission, so a full evacuation is not yet warranted on current data. Our framework:

1. Stay if you are in Kinshasa or another unaffected province. Maintain standard precautions, avoid nonessential travel east, and confirm your medical evacuation provider covers viral hemorrhagic fever.
2. Relocate if you are working in an affected or adjacent province without dedicated isolation and treatment capacity nearby. Move to a location with verified medical infrastructure, not simply the nearest city.
3. Evacuate if you have had any direct or indirect exposure, if local healthcare capacity collapses, or if your insurer or government issues a mandatory departure order.

Review this assessment weekly. Outbreak boundaries move faster than compliance meetings do.

From the Team

The Safety Huddle No. 35. The latest episode of our podcast is out. Security industry veteran Orlando Wilson joins guest host Thorsten Stinner to discuss how to raise standards across the protection industry, under a blunt premise: trust matters more than certificates. The conversation runs from vetting and insider threat to situational awareness, emerging threats (cyber, drones, and AI), and why continuous testing beats a wall of qualifications. Watch on YouTube.

New e-learning: Human Factors and CRM. Max has developed a new module for Smedex, "Stress & Leistungsfähigkeit im Einsatz: Human Factors & CRM" (stress and performance in the field). The German-language unit covers what triggers acute stress in high-risk work, how it degrades perception, communication, and decision-making, and the countermeasures that hold up under load: the Yerkes-Dodson curve, the Lazarus stress model, breathing techniques, and team-based resilience. Watch the trailer; the full unit, with a knowledge check and continuing-education record, is at smedex.com.
